The purpose of this study was to understand how a comprehensive urban high school raises its students' mathematical achievement. In addition, the study explored how instructional leaders without mathematical expertise, implemented policies, curriculum, and school reforms that helped increase the students' math achievement. The five research questions in this case study focused on were patterns of the schools math achievement, policies, math curriculum, math instruction, the school's change process, instructional leadership, and how the school's instructional leaders resolved dilemmas. Results indicated that the school raised their students' math achievement through a variety of methods, and that there was instructional leadership that clearly developed and outlined the vision for comprehensive secondary reform.
